Midtown Phillips May Meeting 5/8

Dear Neighbors, 

Please join us at our next neighborhood meeting, next Tuesday, May 8th, 6 - 8 p.m. We haven't settled on a location yet, so we'll send a reminder email and post to the website when we confirm.

I am happy to report that at our March monthly members meeting the Midtown Phillips neighborhood voted to support a plan to put a streetcar on the Midtown Greenway. We feel it will bring a much needed connection to the light rail lines and businesses along Lake Street for all the neighborhoods along the Greenway. You can learn more about the Alternatives Analysis study Metro Transit is conducting this year to review options for the Midtown Corridor on our website.  

 
In other news, we have an open board seat that we need to fill on our volunteer board of directors. It is a one year term to fill the seat I left vacant when I stepped into the role of president. I urge anyone who has a desire to help move our neighborhood in a positive direction to come to our next monthly members meeting and run for the open seat. If you can’t make it in person, please let me know that you’re interested in running.

On the website you can also sign up for our monthly newsletter, through which you can receive previous board meeting minutes and an update on what we’re working on. Midtown Phillips April Meeting - TONIGHT

Dear Neighbors, 

At our last board meeting, we spent much of the time reviewing the organization’s financial position with our accountant. We discussed the ongoing audit, and we are hopeful that it will soon be wrapping up so that we can move forward with new business. In that vein, we also finalized a new contract with the city’s Community Participation Program (CPP), securing even more money to be invested in worthy causes around our neighborhood. This money has to be contracted by the end of June, so we’d like to urge neighborhood organizations that need financial support to discuss their needs with us. A form for proposals will soon be posted on our website, and more information will be sent out via this mailing list.

Our next monthly members meeting is tomorrow evening, April 10, 6 - 8 p.m. At this meeting, we will be electing a new board member to fill the one year term left vacant when I stepped into the position of president. If you’re interested, please join us to nominate yourself or someone else who you think would be a good addition to our board of directors. We would also like to urge people to share your ideas with the neighborhood if there’s something you’re passionate about. If there’s interest, we can always start new subcommittees and grow the membership of our board.

    This message was read to attendees at the MPNAI Annual Meeting on 2/21.  MPNAI Chair, Todd Rasmussen was out of down due to a work commitment.  Todd stepped down from his duties as MPNAI Chair due to changes in his employment.

    Reading through the most recent audit for the Midtown Phillips Neighborhood Association, Inc a number of serious concerns are raised by the auditors.  In e-mails conversations with the Board of Directors, they are quickly taking steps to address many of the issues raised and are working with the City of Minneapolis, an independent accountant, and the auditors to work on bringing the Association into compliance.  The association isn't ready to make a formal statement but is working to have something prepared for their February Annual Meeting.  

    The following paragraphs taken from the Auditor's Letter summarize their position about the audit:
    There was evidence that the accounting system failed to provide complete and accurate output consistent with the control objectives of reporting contractual obligations.  The failure of the control objectives was attributable to misapplication of control activities, and management override of controls by those in authority to the detriment of the overall objectives of the system.
     
    Because we were unable to satisfy ourselves concerning the amount of funds used in accordance with contractual obligations as explained in the preceding paragraph, the scope of our work was not sufficient to enable us to express, and we do not express, an opinion on the financial statements referred to in the first paragraph.

    There are 12 areas noted in the Audit that offer room for improvement:
    1. Separation of duties in the accounting function
    2. Authorized Contracts
    3. Reimbursable Expenses
    4. Conflict of Interest Policy
    5. Board Minutes
    6. Fixed Assets
    7. Contract Advances
    8. Compliance Testing
    9. Missing Checks
    10. Prior Year Expenses
    11. Contract Receivable
    12. Unclassified Funds
    I have been assured by several board members that they are working to correct these issues, getting advice from the City and other experts.  The official responses to the audit aren't public information yet, but MPNAI appears to be doing their due diligence to correct past mistakes and to implement processes to ensure future compliance.  One thing that you'll see on the agenda for their annual meeting is the potential of hiring a part-time person to help with these issues.  They have also contracted with an independent accountant to help with the bookkeeping.

    Help Plan the MPNAI Annual Meeting
